Our Story

NW Friends Inclusion was founded on the belief that individuals with disabilities deserve more than just care—they deserve meaningful, inclusive experiences that enhance their quality of life. Our work is guided by a values-based, person-centered approach that prioritizes respect, dignity, and belonging.

Established in 2021 by Joy and Phil Duncan, NW Friends Inclusion draws on over 20 years of combined experience in the social services and healthcare sectors. As lifelong residents of Washington County, Joy and Phil have witnessed the significant impact that financial barriers can have on individuals with disabilities—often limiting access to the kinds of enriching, community-based experiences that support personal growth and joy.

Motivated by a shared vision, Joy and Phil created NW Friends Inclusion to offer high-quality support services and unique social opportunities at a more accessible cost. Their goal was to build a local, inclusive agency where every individual is valued, supported, and empowered to reach their personal goals.

At NW Friends Inclusion, we are dedicated to providing personalized services—both in-home and in the community—that meet each individual’s unique needs. Our mission is simple: to create opportunities for people with disabilities to thrive in every aspect of life.

We serve three counties in Oregon: Clackamas, Multnomah, and Washington County! This includes the following cities: Forest Grove, Hillsboro, Banks, Gaston, Beaverton, Aloha, Tigard, Tualatin, Lake Oswego and Portland.

What sets us apart from other agencies?

There are lots of agencies out there providing support to people with an I/DD, and we want you to find the option that works best for you. Here are some of the things that make us different, and why we may be the right fit for you or your client:

  • We take careful consideration in matching DSP and clients, making sure it’s the right fit for everyone.

  • Every service we offer is designed with each person’s unique goals in mind. We have group activities and one on one support.

  • We offer acitivities for every budget and will work with you to make sure the service is right for you and your goals.
